Chief of Police

Chief Brian Regan started his law enforcement career with the Person County Sheriff's Office in January 1991. From May 1992 to December 2018, he was employed with the North Carolina State Highway Patrol. Chief Regan was promoted through the ranks to his last position as Major, Director of Professional Standards. Throughout his career, he served in the sections of Professional Standards, Field Operations and Training within the Highway Patrol. He has been a certified general instructor since 1997 and specialized Physical Fitness, Subject Control Arrest/Techniques and First Responder instructor. Chief Regan has been a certified Emergency Medical Technician (EMT) since 1989. After retiring from the Highway Patrol, he served as the School Director of the Basic Law Enforcement Training Program at Randolph Community College until December 2022. From December 2022 until being appointed chief of police on February 28, 2024, he worked for High Point University Campus Police & Security as the captain of Field Operations & Professional Standards.

Chief Regan has an Associate of Applied Science degree in Criminal Justice Technology from Guilford Technical Community College, Jamestown, NC; Bachelor of Science in Criminal Justice degree from Gardner-Webb University, Boiling Springs, NC, and a Master of Justice Administration degree from Methodist University, Fayetteville, NC. He is a graduate of North Carolina State University’s Administrative Officers Management Program (AOMP), FBI National Academy (244th Session) and FBI LEEDA (Law Enforcement Executive Development Training).  

Chief Regan currently serves as a board member of the Criminal Justice Advisory Board at Randolph Community College. He is a past president of the North Carolina Chapter of the FBI National Academy Association.

 

On a personal note, he is married and has two grown children. Chief Regan and his wife are active within the community and church. He enjoys spending his free time with his family, watching, attending sporting events, working out and doing odd jobs around the house.
